FCC Revises Filing Requirement for DTV Consumer Education Report

Garvey Schubert Barer Legal Update, June 17, 2008.

In March 2008, the FCC required all television stations to prepare and file on Form 388 the DTV Quarterly Activity Station Report. The report elicits information from stations about their efforts to educate the public on the digital transition.

When first adopted, the FCC required the Form 388 to be filed in the Electronic Comment Filing System (ECFS). Now, the FCC has decided to require stations to file the reports electronically through the Media Bureau's Consolidated Database System (CDBS), acknowledging that CDBS is a better database in which to file these forms. Beginning with the second quarter 2008 report due by July 10, 2008, the Form 388 must be filed in CDBS.
