In a recent Radio World article, Washington, D.C. communications attorney Melodie Virtue commented on the Federal Communications Commission's C4 proposal, which would allow some Class A FMs to upgrade power levels from 6,000 to 12,000 Watts, and the potential resistance it may face.  She notes an upgrade could limit flexibility for site moves for stations and reduce listenership outside predicted contours that stations not eligible for a power boost currently enjoy.
