Telecommunications Industry Veteran Joins Firm’s Communication, Media and Information Technology Practice
WASHINGTON, D.C., March 6, 2016 - Garvey Schubert Barer today announced that Art Harding has joined the firm as Of Counsel in the Communications, Media and Information Technology practice. In his role, he will be focusing on the broadcasting, cable television and telecommunications sectors.
Harding has more than 40 years of experience representing key players in the communications industry, including television stations, group radio owners, television networks, programming producers, cellular carriers, cable operators, equipment manufacturers, lenders and similar clients on a wide variety of issues before the Federal Communications Commission, Copyright Office and other aspects of communications law. He actively participates in a broad range of proceedings before the FCC, such as rulemakings, waiver petitions, enforcement matters, administrative hearings and transaction approvals. Harding also advises broadcasters on matters such as the incentive auction, political broadcasting, cable and DBS carriage, market modifications, network affiliation agreements, children’s programming requirements, facility modifications, refinancing and mergers and acquisitions. He has also represented cable television clients on issues including must carry/retransmission consent, rate regulation, set-top boxes, program access and program carriage disputes, privacy, copyright, local franchises and right-of-way agreements. Harding began his legal career at the FCC and later moved to private practice with a communications boutique that became Fleischman and Harding and was later part of Locke Lorde. Harding has been elected to Washington, D.C. Super Lawyers and is rated AV Preeminent by Martindale Hubbell for 2016. He received his law degree from the University of Washington and his undergraduate degree from Washington State University.
