Housing Land Advocates (HLA) announced that Dr. Lisa Bates, Associate Professor of Urban Studies and Planning at Portland State University’s College of Urban and Public Affairs, will be presented with the inaugural Ed Sullivan Housing Advocate Award at its annual conference on Friday, November 6.
The award—named for Edward Sullivan, co-founder of HLA, former legal counsel to the Governor of Oregon and a retired partner in the Portland Office of Garvey Schubert Barer—will be given out each year to an individual who exemplifies Mr. Sullivan’s deep commitment to thoughtful land use planning and access to adequate and affordable housing. Sullivan says, “Professor Bates’ academic work and personal activism sets the stage and provides much of the data on which the rest of the housing advocacy community bases its arguments. I am so pleased that Professor Bates will be HLA’s first recipient of this award.”
Dr. Lisa Bates teaches at the Toulan School of Urban Studies and Planning and serves as the Director of PSU's Center for Urban Studies. She has spent more than 15 years focusing on housing policy and planning. Her work includes extensive research on cities such as Portland, Chicago and post-Katrina New Orleans. Dr. Bates currently serves on the board of 1,000 Friends of Oregon, where she is policy chair and supports the organization’s work to protect fair and affordable housing through the Oregon land use system. She also sits on the Portland Housing Bureau’s N/NE Housing Strategy Oversight Committee and its preference policy subcommittee, working to address gentrification and displacement caused by urban renewal. She also advises the Portland African-American Leadership Forum’s People’s Plan, a visionary effort to bring black voices into urban planning. Dr. Bates previously served on the board of directors of the Portland Housing Center, one of the nation’s leading homeownership education and counseling organizations; as the co-lead for the Portland Plan’s Equity Technical Advisory Group; and as co-chair for the Greater Portland Pulse Housing and Communities committee.
“We are thrilled to be able to recognize Dr. Bates for her longstanding advocacy of affordable housing, while also paying tribute to Ed’s founding of HLA and the legacy he has built throughout the Oregon land use community to promote equity,” said Jennifer Bragar, HLA President and an attorney at Garvey Schubert Barer.
Since 2004, HLA has been dedicated to providing advocacy, education, technical assistance and legal representation so that Oregonians of all income levels can obtain adequate and affordable housing. It regularly works with local governments, interest groups, affordable housing providers, land use policy makers, and planners to ensure that state and local housing obligations are being met.
The HLA Conference, entitled “At the Intersection of Housing and Health,” will be held on Friday, November 6 from 8:30am - 4:30pm at David Evans & Associates. The award ceremony will occur at the lunch hour. Registration for the conference is available through the HLA website or at the site on the day of the conference.
