Overview

For more than two decades, Judy has served communications-related clients after working as a professional journalist, as well as clients in related areas including film-makers, artists, musicians and writers. Her practice has focused on telecommunications, media and intellectual property issues under the First Amendment, the federal Communications Act, intellectual property laws and the regulatory laws of California, Washington and Oregon. Her background is a unique blend of private practice and in-house experience. While the majority of her career has been private practice Judy spent ten years with GTE Corporation (now Verizon) in the Northwest and California. During that time she acquired substantial experience in public utility regulation and administrative law. During 2006, Judy took off a year from private practice and served as General Counsel for Fisher Communications, Inc., a major Northwest broadcast corporation.

Judy has provided transactional, litigation and regulatory representation for a wide range of clients. They include established, and new telecommunications providers that offer landline, wireless, VoIP and M2M services to tribes seeking telecommunications services. They also include established, and new content providers such as broadcasters, publishers, newspapers, web-site owners, bloggers, entertainers, artists and musicians. Judy has provided substantive advice, as well as litigation services, to clients facing intellectual property claims such as copyright infringement regarding books, video, art and music.

Judy's practice has run the gamut from pre-publication review to clearance and licensing issues to negotiation of sophisticated communications, technology and talent contracts. She has developed a current, deep understanding of the legal and business issues facing clients in the ever-changing convergence of telecommunication, media, entertainment and technology.

Judy is a frequent speaker at meetings, conferences and Continuing Legal Education seminars, and has published in the area of communications law. She has contributed chapters to the original and updated" Public Records Act Deskbook" published by the Washington State Bar Association.
