Harold "Buzz" Bailey represents companies and public entities on federal regulatory matters and federal contracts/grants, often involving politically controversial infrastructure or natural resource development projects with environmental impacts. He has worked for more than 25 years with clients in the transportation, energy and pharmaceutical industries, assisting them with federal government relations, federal contract bids and grant applications, negotiations and disputes. Many of these projects have involved the application or enforcement of federal environmental laws such as the National Environmental Policy Act, the Clean Water Act, the Clean Air Act, the Endangered Species Act and federal hazardous waste regulation and cleanup statutes. He has counseled municipal and county governments, trade associations, port authorities, Native American Tribes and foreign governments on the key environmental and natural resource regulations and the federal funding conditions that impact complex, high-visibility projects. The following is a representative list of the matters Mr. Bailey has handled:
- Representing large and small private companies in federal environmental enforcement actions in the Pacific Northwest and the Mid-Atlantic regions.
- Negotiating laboratory research contracts to help protect the U.S. from biological and chemical attack (Project BioShield).
- Protecting the Quileute Indian Tribe (featured in the "Twilight" movie series) from tsunami threat by obtaining higher-elevation federal land for Tribal housing.
- Counseling U.S. ports and cities on obtaining federal funds for transportation modernization projects compliant with Corps of Engineers and EPA regulations.
- Advising foreign governments on how to obtain compensation from the U.S. military for improper disposal of hazardous wastes abroad.
- Assisting a healthcare clinic at the Hanford Nuclear Reservation to defend itself successfully in an Inspector General investigation.
- Testifying before the U.S. Congress to support immediate investigation and remediation of buried chemical weapons in Washington, D.C.
- Handling negotiations for public financial incentives for private sector investments in advanced laboratory research facilities.
- Making voluntary disclosures to federal agencies of clients' potential noncompliance with government contract and grant rules.
- Analyzing transportation safety regulations impacting the operators and drivers of large vehicle fleets.
- Drafting and helping to pass a precedent-setting federal law to transfer a federally-operated water reservoir to municipal control.
- Counseling public and private clients on compliance with federal ethics and lobbying rules.
