Lawrence M. Miller and Steven C. Schaffer bring deep experience and numerous commercial and public radio/television station and program production & distribution clients.

(July 10, 2017) Garvey Schubert Barer (GSB) today announced the expansion of its Communications, Telecom & Media practice in Washington, D.C. with the addition of Lawrence M. Miller and Steven C. Schaffer, formerly partners in the firm Schwartz, Woods & Miller (SWM), a leading provider of legal services to radio and television station licensees and other media companies.

“We’ve worked alongside and across the table from Larry and Steve over the years, and they are among the finest counselors in the radio and television industry. The addition of Miller and Schaffer and their clients adds immediate and complementary capabilities and depth to an already strong team. The Communications, Telecom & Media group at GSB already supports broadcasting and cable media companies, telecommunications businesses, internet content and e-commerce providers, and industry groups who are helping shape the future of communications, with a team of 10 attorneys in the D.C. office. In particular, the move strengthens GSB’s ability to better serve its approximately 200 public media clients.

“As part of GSB, we will have the support of associates, legal assistants, and other staff to provide more depth and breadth to our practice and our clients,” said Miller. “In addition, we now have access to a diverse range of other practice areas to provide additional services as needed.”

For nearly 50 years, SWM represented radio and television station licensees (commercial and public) and non-broadcast licensees of the Federal Communications Commission. The firm assisted in licensing, regulatory compliance, and station sales and purchases. The firm also provided counsel to broadcasters and independent producers on program production and distribution and related copyright and trademark matters and counseled investor clients on major telecom mergers and special opportunities. Up until recently, the three-person firm was comprised of Schaffer, Miller and Malcolm Stevenson, who has retired.

Miller’s practice includes FCC regulation and compliance, program production and distribution, contracts, copyright and trademark law, services to investors and lenders, and other aspects of communications law.

He has worked with clients on numerous broadcast station transactions, served as lead counsel in FCC hearings and court appeals, and crafted strategies for competitive FCC applications.

An honors graduate of the George Washington University Law School, Miller is a member of the District of Columbia Bar and the bars of the U.S. District Court for the District of Columbia, the U.S. Court of Appeals for the District of Columbia Circuit, and the U.S. Supreme Court. He is rated AV® Preeminent by Martindale. Miller is a member of the Federal Communications Bar Association

At SWM, Schaffer worked with both commercial and noncommercial broadcasters and a variety of people and companies who need to deal with or understand the workings of the Federal Communications Commission. Over the years those have included some of the smallest college radio stations and some of the largest financial firms.

Schaffer is a graduate of the University of Wisconsin-Madison, where he majored in Radio-Television and Film, and earned his law degree at the George Washington University Law School. He is a member of the District of Columbia Bar and of the Federal Communications Bar Association, and is rated AV® Preeminent by Martindale.
