Art Harding is part of our Communications, Media and Information Technology group, concentrating in the broadcasting, cable television and telecommunications sectors. He brings forty years of experience in representing television stations, group radio owners, television networks, programming producers, cellular carriers, cable operators, equipment manufacturers, lenders and similar clients on a wide variety of issues before the Federal Communications Commission, Copyright Office and other aspects of communications law. Art actively participates in a broad range of proceedings before the FCC, such as rulemakings, waiver petitions, enforcement matters, administrative hearings and transaction approvals.
He advises broadcasters on matters such as the incentive auction, political broadcasting, cable and DBS carriage, market modifications, network affiliation agreements, children’s programming requirements, facility modifications, refinancing and mergers and acquisitions. Art has also represented cable television clients on issues including must carry/retransmission consent, rate regulation, set-top boxes, program access and program carriage disputes, privacy, copyright, local franchises and right-of-way agreements. He was selected to Washington, D.C. Super Lawyers 2012-2014 and is rated AV Preeminent by Martindale Hubbell for 2016.
Art received his undergraduate degree from Washington State University and his law degree from the University of Washington. He began his legal career at the FCC and later moved to private practice with a communications boutique that became Fleischman and Harding and later was part of Locke Lorde. His hobbies include ocean liner memorabilia and posters, and he is an avid fan of unlimited hydroplane racing. Art takes out his frustrations on the golf course whenever possible.
